*Fatal Shooting Outside of a Moreland Avenue Club* - East Atlanta Patch

Saturday evening gunshots inside the Nite Lite Phaze 2 Lounge on Moreland Avenue took the life 26 year-old Decatur man, Terry Blount.

The *Atlanta Journal-Constitution* reported that the victims mother, "said she was told by relatives who were with her son at the club that the suspect walked up to Blount and shot him in the chest." East Atlanta Patch has more on this story.

*One Home Invasion Suspect Arrested, One Still at Large* - Douglasville Patch

One man is in custody and one is still at large, after Friday morning's home invasion where two men, impersonating police officers, restrained and pistol whipped a man while stealing two guns and two laptop computers and leading police on a high-speed chase.

Lt. Bruce Ferguson of the Douglas County Sheriff's Major Case Unit said that two black males entered an apartment at Stewart Mill Landing, announcing they were police officers. They restrained and beat the husband, while not harming the wife. Douglasville Patch has more on this story.

*Gov. Deal Suspends Six DeKalb School Board Members* - Stone Mountain-Lithonia Patch

Gov. Nathan Deal announced Monday that he is signing an executive order that accepts the State Board of Education's recommendation that six DeKalb school board members be removed.

Deal made the announcement Monday afternoon during a press conference at the state capitol.

Georgia Power Confirms 4,000 Without Power

Georgia Power Confirms 4,000 Without Power Patch Holly Springs-Hickory Flat, GA --

*EDIT (12:35 a.m.): *According to Georgia Power's website, service will be restored in River Green before 2:30 a.m. Tuesday.

*UPDATE (12:30 a.m., Tuesday): *Power has gone out in the River Green subdivision. The lights went out shortly after midnight Tuesday. Georgia Power has informed affected customers that service will be restored by 6:15 a.m.

*ORIGINAL STORY: *Roughly 4,000 Georgia Power customers are without power after a downed tree disrupted the power grid in the Canton area on Monday evening.

A spokesman with Georgia Power confirmed to Canton-Sixes Patch that the massive power outages in the Riverstone Parkway area were caused by the downing of a tree in the Waleska Road/Shoal Creek area. 

The spokesman also confirmed that 4,000 customers are currently without power, but Georgia Power crews are in the area working to restore power.

Canton Police Chief Robert Merchant told Patch he has heard that a car and the tree made contact, though he is not sure if the tree fell on the car or if the car hit the tree. Regardless, a mother and a small child sustained non life-threatening injuries in the incident and have been trasported to Northside Hospital-Cherokee.

Merchant confirmed that three police units are currently on Highway 140 rerouting traffic between Riverstone and Reinhardt College parkways.

Merchant has heard from Georgia Power that it will take at least 30 minutes for crews to assess the situation and begin work.

The Georgia Department of Transportation has contacted the tree removal service to remove the tree from Highway 140. However, Merchant has been told by Canton Fire Chief Dean Floyd that the tree in question is approximately 36 inches across and will take some time to remove.

"It will be back to normal sooner rather than later, but it will still take some time," Merchant told Patch. Reported by Patch 13 hours ago.

A BOMB alert at Bristol's Ikea was sparked by a jealous ex-lover who claimed his rival was involved in a plot to attack it.

A court heard Ayman Ibrahim phoned up the Swedish furniture seller's national call centre and claimed to be a Bristol café owner who had overheard Russian customers planning the scheme.

Police swooped on the Eastville store and two addresses in the city – but no bomb or bomb-making factory was discovered.

A jury has been told that Ibrahim, pictured, was in fact a P&O ferry worker, who made the hoax call in a bid to have his ex-wife's man friend Bartosz Ociepka deported.

The 46-year-old denies communicating false information with intent on December 30, 2011.

Karen Chamberlain, an Ikea team leader, told the jury a call was put through to her from a middle-aged sounding man with a heavy Eastern European accent.

She told the court: "He said that he knew that there was a bomb to be put into a Bristol store. He said he had a coffee shop and he overheard people speaking in Russian. He said he couldn't understand it but his wife did.

"They were plotting to put a bomb in the Ikea store in the next couple of days in Bristol. I asked him if he knew where or how it would be set off but he said 'no'. He said he felt he had to warn us."

Mrs Chamberlain said the caller referred to Ikea stores being bombed in Belgium and Germany.

She told the jury at Gloucester Crown Court: "He gave a person's name and he gave their address and postcode. He didn't give me his own name, he said he had a wife and family and it was for his safety."

Holly Webb, defending, suggested to Mrs Chamberlain that when she took the call she misheard "storm" and noted down "bomb", which the witness denied.

Ibrahim's ex-wife Maria Wierz- bicka, said they split in 2008 but Ibrahim had court-arranged contact with their daughter.

Ms Wierzbicka said she had relationship with Mr Ociepka, although they broke up in the summer of 2011. She told the jury Ibrahim was "very negative" towards Mr Ociepka. "He said he would get him deported," she added.

Mr Ociepka, speaking via a Polish interpreter, said he was baffled when police arrested him in connection with a bomb plot.

He said: "I thought the police had knocked on the wrong door."

When police asked him who might have implicated him in a bomb plot, he told them Ibrahim was "the only person who might have some grudge against me".

Ms Webb suggested that Mr Ociepka had been in a Tesco superstore café in Bristol with some Russian men on December 16 2011. He said he had not been there, and he only spoke three or four words of Russian.

Police searches of Ikea, of Mr Ociepka's home in Barton Hill and Ms Wierzbicka's home in Hengrove found no evidence of bombs.

Ibrahim told the jury he had reported Mr Ociepka to the police but had genuinely been concerned he was going to "storm" the Ikea store.

He said that he had travelled from his home in Dover to Bristol to buy a car and arranged, through Miss Wierzbicka, to take his daughter to school.

While in Bristol, he met a Latvian couple hitchhiking and agreed to take them to a Tesco café before giving them a lift. It was at the cafe, he said, that he spotted two men chatting with Mr Ociepka.

Ibrahim said that as he drove the Latvian couple to Dover they told him about the Russians' conversation.

He told the jury: "They said the two guys sitting with Mr Ociepka were absolutely mad. They were talking about storming Ikea. The girl said there was nothing funny about it, it had happened in Europe."

Ibrahim held up a batch of photocopies containing reports of bombings at Ikeas in Europe.

He said: "It was my duty to report it. It is a duty of any citizen. It is not a crime."

He admitted identifying Mr Ociepka to police, and showed the jury a picture of a suspect related to an attack on Ikea which he thought resembled Mr Ociepka.

Ibrahim told the jury he had reported Mr Ociepka to the police but had genuinely been concerned he was going to "storm" the Ikea store.

He said that he had travelled from his home in Dover to Bristol to buy a car and arranged, through Miss Wierzbicka, to take his daughter to school.

While in Bristol, he met a Latvian couple hitchhiking and agreed to take them to a Tesco café before giving them a lift. It was at the cafe, he said, that he spotted two men chatting with Mr Ociepka.

Ibrahim said that as he drove the Latvian couple to Dover they told him about the Russians' conversation.

He told the jury: "They said the two guys sitting with Mr Ociepka were absolutely mad. They were talking about storming Ikea. The girl said there was nothing funny about it, it had happened in Europe."

Ibrahim held up a batch of photocopies containing reports of bombings at Ikeas in Europe.

He said: "It was my duty to report it. It is a duty of any citizen. It is not a crime."

He admitted identifying Mr Ociepka to police, and showed the jury a picture of a suspect related to an attack on Ikea which he thought resembled Mr Ociepka.

Parents Continue Call for Superintendent's Removal Patch Fort Lee, NJ --

Superintendent Steven Engravalle did not attend Monday's Board of Education meeting, prompting parents to call for the Board to remove him from his position immediately. Engravalle's absence was of particular concern in light of the fact that the agenda included the Board's adoption of the preliminary budget for the 2013-2014 school year.

"I believe that the adoption of the preliminary budget should be pulled," Paula Colbath said. 

Colbath's concern centered on the fact that the one-page preliminary budget, as attached to the agenda, did not contain any back-up documentation for the figures presented.  

"There's no back-up and there's no opportunity to ask [the Superintendent] questions," she remarked.

Despite the concerns of Colbath, echoed in the remarks of George Porto and United Homeowners president Diane Sicheri, the Board voted to adopt the preliminary budget. Prior to their vote, Sicheri told the Board that it is difficult to trust Engravalle with $61.9 million of taxpayers money when "it's hard to trust him with $167,000 (he's paid in salary)."

Sicheri also noted that Board member Charlie Luppino has missed four consecutive meetings. "He's a voted official," she said. "Where is he?"

The Board assured Sicheri that Luppino's absence is something that they are aware of and will deal with.

Colbath also raised concern over the preparation of the agenda.

"At 3 pm today, there was no agenda," Colbath said. "Why? As a Board your hands were tied and couldn't put an agenda up."

When asked by Colbath if he met with Engravalle last Wednesday to set Monday's agenda, Board President Jimmy Park replied that he did not meet with the Superintendent on Wednesday. Park went onto explain that he "made it clear" to Engravalle that they should meet Friday evening to go through the resolutions.

Park clarified that in the language of the resolutions, where stated "upon the recommendation of the Superintendent of Schools," he did not speak directly with Engravalle, but received the recommendation through a text that Engravalle had sent to his secretary who notified Business Administrator Cheryl Balletto. Balletto offered that regarding the grant application, Engravalle responded directly to her via email.  

Howard Pearl reiterated his request from the previous meeting requesting that the Board ask the County Board for Engravalle's removal.

"We cannot function--it's time to make a change," Pearl said. "He is no longer our Superintendent."

Upon the recommendation of Board Member Holly Morell, the Board did not approve the payment for four conferences Engravalle requested to attend. One conference regarding school security, and another dealing with school preparedness and emergency planning, will be attended by Asst. Superintendent, Dr. Sharon Amato.

At the close of the public session, the Board retreated to closed session to discuss personnel matters where they said "action might be taken." Over an hour later they emerged, having taken no action. 

When questioned, Park would not confirm that Engravalle was the topic of the closed session discussion.

BUS firms have pledged that women who are alone at night and in danger will be able to travel free of charge.

Notts' Police and Crime Commissioner Paddy Tipping said he was given the guarantee during talks about safety and transport.

He said he wanted to ensure there were no more incidents like the 2011 rape of a woman in Nottingham minutes after she got off a bus because she was 20p short of the fare.

Mr Tipping said he had met NCT, the city's biggest bus firm, and tram operator NET to talk about night-time safety. He had also spoken to Trent Barton, who employed the driver involved in the 2011 incident.

Mr Tipping said he was "really pleased" with the responses.

He said the companies had assured him that in certain situations people who were vulnerable to attack would be able to get home if they were short of the fare, or without any money.

Mr Tipping said: "They said it will not happen in future. In certain circumstances if someone hasn't got a fare, they will take them on.

"Without exception everyone recognised that the incident in 2011 had not been dealt with properly. They gave an undertaking to make sure this does not happen again.

"Bus companies just need to think they have a social responsibility to get people home in some circumstances.

"The tragic incident at The Forest Recreation Ground has woken everyone up."

The woman, in her early 20s, was attacked by Joseph Moran, 19, of Walker Street, Sneinton, in Mansfield Road after a night out in December, 2011.

Moments before, she had boarded a bus outside Boots, in Lower Parliament Street, but only had £4.80 to pay the £5 fare.

The unnamed driver, who worked for Trent Barton, would not waive the 20p and told her to get off.

Shortly afterwards Moran beat her unconscious and raped her behind bushes on The Forest Recreation Ground. He was jailed indefinitely for public protection in September last year.

Alex Hornby, commercial director for Trent Barton, said: "That incident [in 2011] was an extremely rare one and nothing like that in any shape or form has happened since.

"It's not just about training, it's about making sure we have the right people driving.

"It's about making sure we have people who do care about people, and thankfully the trend is more about drivers who do look after people – and sometimes our drivers lend customers their own money.

"If you see someone vulnerable you do all you can to help. It's not just about fare, it can be about making sure they are on the right bus."

NCT said the firm had a long-running policy that said drivers could waive fares. A spokesman added: "Drivers are empowered to allow customers to travel for free if they present themselves in need of travel and cannot pay the full fare."

A NET spokesman said trams had an open boarding system. "We have a policy to deal with people who may be vulnerable and our staff are trained to deal with situations on their merit," he said.

Holly Swinckels, of Nottingham Women's Aid, said: "We'd urge all women to plan to get home safely. That means do go out and have a few drinks and a good time, but think about how you are going to get home.

"That may mean having the right money for a taxi or bus.

"We'd urge all bus companies to be mindful of the risks to women travelling alone."

IN the wake of the whistleblowing scandal, one former nurse at Holly House, in Gloucester, today speaks anonymously about her time with the 2gether NHS Foundation Trust about standards of care and the treatment of staff

"I AM appalled by the recent revelations at Stafford and recognise that there must be individuals who are so careless of others' lives and well being that they should never have been employed as nurses, doctors, care assistants – proverbial bad apples.

However, I have long felt that the major fault in the NHS is the culture of frequent service redesign, blame and scapegoating.

For many years I worked as a nurse in Gloucester and Cheltenham but retired early a few years ago following a disciplinary which tore me apart. I, like the nurse mentioned in The Citizen who is facing sanction by the Nursing and Midwifery Council, had drawn attention in writing and verbally on many occasions to the fact that I had not been given adequate support or instruction in my job.

Although I had asked for help I was repeatedly told that my work was satisfactory – I knew it was not but the management chose to ignore my cries for help.

Ultimately I became suicidally depressed as a result of the work overload and following an incident which laid bare the problems I was experiencing I was suspended and disciplined.

I held my hands up to the error and was ultimately offered a return to work at a lower grade and with the proviso that I met all kinds of rehabilitative conditions.

I knew I was going to leave – had the Trust sacked me I would have sued them for wrongful dismissal but I knew I would never work for the NHS again.

My point is that there are many practitioners who do get into trouble but that the root cause of the problem is never addressed.

Management staff within the NHS are often inexperienced and unsupported in trying to manage their departments and senior management prefer to turn a blind eye to problems until someone hits their radar.

In my case I had repeatedly drawn attention to my problems and was always ignored.

Having read the reports that those management staff wrote about me for the disciplinary I have to say that many of them lied about me quite blatantly.

I would no more have let a patient go uncared for in the matter of basic needs or turned a deaf ear to the needs of a patient than fly to the moon. I had an exemplary history behind me but I was inadequately prepared for my role and heavily overloaded with clinical work - I always saw a patient if they needed to be seen and it was my tendency to see to that rather than keep on top of the ludicrous amounts of paperwork that led to my downfall.

I have seen many examples of blatantly bad nursing at all levels but am aware of how effectively easy it is to remain as a manager (often being promoted upward) when things are going wrong. At the time I was disciplined nurses were being suspended and disciplined on a frequent basis – I can only assume they were in similar case to me. None of them seemed to be at heart bad nurses.

But I have also seen throughout a long career, downright cruelty, appalling insensitivity and couldn't care less attitudes. This is visible at all levels of nursing and also in other medical professions.

I make no apologies for the terrible shortcomings that are being witnessed these days and feel that there is no excuse for neglect of the basic needs of the patient. The graduate training of nurses is a total red herring – nursing in the twenty first century needs highly trained nurses.

What it also needs are better trained and better paid intermediary levels – remember the State Enrolled Nurse? Care assistants receive much more training nowadays than previously but their role is changing and they have more and more responsibility for which they are underpaid and often unappreciated.

There have always been nurses who should never have been allowed within five miles of a sick person – I have witnessed this professionally and personally.

Please do not condemn all hospital staff as uncaring and unthinking. Believe me, the cry of exhaustion and not enough time is not just an excuse; nurses are exhausted and living and working in an unhealthy culture which puts targets, financial gain and personal aggrandisement way ahead of patient care.

Good luck to you all out there on the ward and in the community; the world knows that most of you are at heart committed and caring human beings.

NHS – you need to sort out the way you treat your staff and acknowledge that there are some needs which are more important than a balance sheet.

Public/patients – I do firmly believe that most nurses do want to care and will go many extra miles to do what they can for patient welfare. Take heart from the letters appearing in the press praising the good work that nurses do and remember that a good nurse may be from any level. I am aware that managers feel the need to protect themselves, which is why good nurses such as myself and many others find themselves in the wrong place at the wrong time and fail to whistleblow or successfully defend themselves and their colleagues or to speak for the patient.

After my disciplinary I was told that no word of what went on in the room should ever be spoken outside which is why it has taken me a while to try and explain to people the contorted way in which the NHS works. Secrecy in a disciplinary is a good thing when it protects the innocent but when its apparent aim is to protect management it is questionable.

I am not surprised at the story of Staffordshire only bitterly saddened. This must never happen elsewhere and individual heads should roll - but I don't suppose they'll be the heads of the major culprits.

As I have been told not to tell my story publicly I will sign myself as."

"We celebrate the excellent care we see and encourage colleagues to be aware of and use our whistle blowing policy.

Guilty Plea In 2012 Killingworth Bank Robbery Patch East Haddam-Killingworth, CT --

 

A Waterbury man has pleaded guilty in federal court to the August 2012 robbery of the TD Bank in Killingworth.

Dario Pabey, 32, pleaded guilty today before U.S. Magistrate Judge Holly B. Fitzsimmons in Bridgeport to one count of bank robbery for his role in the robbery.

According to court documents and statements made in court, on the afternoon of Aug. 6, 2012, Jennifer Jacques drove Pabey and another man to the TD Bank on Route 81 in Killingworth. Pabey and his co-defendant then entered the bank wearing masks and demanded that everyone lie on the floor, according to the Connecticut U.S. Attorney’s office.

Pabey used zip ties to tie the hands of one bank employee. After taking money from the bank, as well as money and other items from bank customers, Pabey grabbed a customer and forced him out of the bank. Pabey and his co-defendant fled in the customer’s vehicle, which was abandoned a short distance from the bank at a pre-planned location where Jacques was waiting. Jacques then drove Pabey and his co-defendant away from the bank while they changed out of the clothes they had worn during the robbery.

The investigation has revealed that $43,573 was stolen from the bank and its patrons during the robbery.

Pabey is scheduled to be sentenced by U.S. District Judge Janet C. Hall on May 20, 2013, at which time Pabey faces a maximum of 20 years in jail and a fine of up to $250,000.

Pavey has been in jail since his arrest on Sept. 7, 2012.

Jacques has pleaded guilty and awaits sentencing.

This matter is being investigated by the FBI and the Connecticut State Police.  The case is being prosecuted by Assistant United States Attorneys Ray Miller and Sarala Nagala.
