*What's it about*: Remember the last time you laughed watching a Dumb and Dumber film? Neither do I. That's how long ago it was. Twenty years since the first Dumb and Dumber film, we see Lloyd (Carrey) committed to an asylum, unable to forget Mary Swanson (remember Lauren Holly?). His devoted friend Harry (Daniels) cares for him for years only to learn that Lloyd had actually played a prank on him, that nothing was wrong with him (wait, what?). The two soon discover that Harry has a daughter who was given up for adoption by his love interest Fraida Fletcher (Turner). They pursue the girl Penny (Melvin) in a bid to reunite her with Fraida. That's when the madness truly begins.

*What's hot*: Just the prospect of seeing these two great actors share screen space in a franchise they made famous. 

*What not*: The sight gags are so unfunny it's not funny. The dialogues even more so. Everything starts getting repetitive and loopy after a while. Why try so hard to bring on the laughs? Whatever happened to the Farrelly Brothers? Why bother making this film at all? 

*What to do*: Too much of a good thing may be bad for you, but a film this Dumb most definitely is, nostalgia be damned!

Snowflakes on Market
The Path of Gold lights that run the length of Market Street from Steuart to Castro streets were originally installed in 1916 and cast a distinctive amber glow on one of the city's main thoroughfares. This year 36 new snowflakes were added bringing the total to 238 on 119 lampposts stretching from First to Eighth streets. Additional snowflakes are to be added in years to come. The snowflakes will be lit through the end of the year.

Palace Hotel Grand Gingerbread Display and Giant Snow Globes

Executive Pastry Chef Renee Cade brings a favorite childhood keepsake to life with two giant snow globes on display in the hotel lobby. The largest snow globe measures 6 feet tall by 3½ feet wide and features a moving gingerbread carousel inspired by the Maxfield Parrish Pied Piper of Hamelin painting created for the Palace in 1909. Carousel animals include an elephant, polar bear, reindeer and dove. The second snow globe measures 2 feet tall by 1½ feet wide. The holiday scene shows a gingerbread family arriving in the beautiful city by the bay. The group of four is dressed in festive finery and carrying candy suitcases. Each snow globe scene is made entirely of gingerbread, royal icing, sugar sprinkles, candy and chocolate. An 8 foot by 16 foot, deliciously detailed gingerbread house is also on display.

Harkcon Recognizes Several Coast Guard Training Support Services Employees for Their Recent Successes

Several of Harkcon’s U. S. Coast Guard’s TRACEN Training Support Services (TTSS) employees have recently been recognized for their great achievements.

Harkcon provides training analysis, design, development and implementation, including instructor-led and web-based training, drill and exercise development, and job aid and electronic performance support development services as part of the U. S. Coast Guard’s TRACEN Training Support Services (TTSS) contract. Several of Harkcon’s TTSS employees have recently been recognized for their great achievements.

Matthew Jackson (Advanced Distributed Learning Specialist at FORCECOM in DC) was recognized for his work on the development of a digital tool to be used by the Training Commands to evaluate the cost of training. The tool will assess the total cost of resident training as it currently exists, and provide cost models for alternative delivery methodologies (self-paced eLearning, facilitated online training, exportable training, structured on the job training, and electronic performance support systems). Additionally, Matthew worked with the Performance Training Center at Yorktown to redesign the Leased Housing Contracting Officer (LHCO) Self-Paced eLearning course and job aids, and created a summative evaluation to validate course materials. Matthew significantly increased interactivity, eliminating the existing one-way presentation model. His outstanding performance will result in a much more user-friendly course, hosted on the Coast Guard LMS and connected to the Coast Guard Training Management Tool.

Wendy Cohen (Instructional Systems Designer at TRACEN Yorktown) was recognized for her support of the Marine Safety Branch’s Occupational Health program. Over the past year, Wendy created safety and industrial hygiene student guides, instructor guides and training aids for eight Marine Safety courses, representing more than 50 hours of instruction. In addition to her support of the Marine Safety Branch, Wendy provided expert technical assistance for the three-week Senior Bridge Management Course (SBMC) in both the developmental ‘Beta phase’ and the official ‘Pilot phase.’

Holly Wiggins (Technical Trainer at the BM ‘A’ School, TRACEN Yorktown, VA) was recognized by the School Chief for her contribution to the Senior Bridge Management Course. He wrote, “In the last six months she has worked tirelessly with a passion and commitment I do not think we normally expect of people. Her desire to create, shape, and deliver the Senior Bridge Management Course is not only an illustration of her values, but it has set a tremendous example of our folks to follow. While she’s been doing this, she’s also kept up a full workload teaching advanced navigation to “A” School…She’s always been capable and caring, but the last six months I’ve seen an effort beyond “just doing her job.”

Chris Browning (Performance Analyst at ATC Mobile, AL) was recognized for his outstanding leadership as the Site Lead at the Aviation Training Center in Mobile, AL. Chris was newly hired in March and then became Site Lead and responsible for contractor support of the Performance Systems Branch in May. Chris was selected to lead the office, and three new hires, in a new direction with closer ties to the client. His communication with the Office Chief and the COR have kept the client happy. His leadership increased efficiency and effectiveness and the whole office is more professional and running more smoothly.

Jennifer Heisler (Technical Writer at MLE Academy in Charleston, SC) was commended by the MLE Academy Commanding Officer, for her update to the Performance Readiness Leadership Summit organization chart and one-page handout. Additionally, he recognized Jennifer for doing an overall great job for the MLEA. “We have been very impressed with her technical editing abilities. With every project, she consistently adds value and exceeds expectations. She displays a positive, can-do attitude and consistently adds tremendous value to both large and small projects. Most recently, she reformatted the layout, look, and appearance of the Maritime Law Enforcement Bulletin which is distributed Coast Guard-wide and overhauled the student handbook for our Maritime Enforcement 'A' School (much more functional). These are just two recent examples, out of many.”

New Fishways in Maine Increase Fish Habitat, Says Atlantic Salmon Federation

Just before the big rains in October, the Atlantic Salmon Federation (ASF) completed two fish passage projects in the Penobscot watershed and one in the East Machias watershed as part of its ongoing Maine Headwaters Project. These projects will directly benefit Atlantic salmon, alewives, blueback herring, eels, and brook trout. Together, they open up full access to 10,000 acres of ponds and lakes and reconnect over 100 miles of streams previously blocked by impassable dams.

In the Penobscot watershed, a Denil fishway was completed below Pushaw Lake in the Town of Hudson. This project was begun in 2012, but high water prevented its completion until this fall. In September, an Alaskan Steeppass fishway was installed below a Town of Carmel bridge on Soudabscook Stream. This marked the culmination of 15 years of work in this watershed by ASF.

On the East Machias, a failed, old wooden fishway was replaced by a modern concrete Denil fishway below Crawford and Pocomoonshine lakes. This was a joint project with the Downeast Salmon Federation (DSF), a local ASF affiliate that is working to restore salmon in all the Downeast rivers. DSF provided local community outreach and project coordination.

“With the Penobscot River Restoration Project moving closer to full implementation, efforts to improve fish passage on tributaries like Pushaw Stream and Souadabscook Stream take on even more meaning,” said Pat Keliher, Commissioner of the Maine Department of Marine Resources (DMR). “The work of groups like the ASF is important to help DMR meet its goals for restoring sea-run fisheries in Maine.”

ASF’s Maine Headwaters Project is focused on reconnecting key spawning tributaries to the large rivers and Gulf of Maine. There is both a tremendous need and opportunity to focus on these clogged tributaries. Of the estimated 2,000 dams in the State of Maine, over 90 percent are located in tributary streams where critical spawning habitat for migratory fish is found. Many of these dams no longer serve their original purpose, have no fishways and are often a liability for their owner. Many others are outlet dams on ponds and lakes that also lack any type of fish passage and are owned by lake associations with few financial resources.

“The best chance we have to restore Atlantic salmon in Maine is to focus on restoring the full native assemblage of migratory fish with which they evolved and depend on for food and protection,” said Andrew Goode, ASF’s Vice President of US Programs. “These three projects will provide access to long lost spawning grounds for salmon and river herring such as alewives.”

ASF’s approach is to work collaboratively with willing dam owners to craft a solution that fits their needs while allowing for restoration of Atlantic salmon and other migratory fish. This work often begins with community outreach and education and is followed by conceptual and final engineering designs, permitting, construction and post-project monitoring. The funds come from a combination of public and private grants as well as in-kind assistance.

Over the past decade, ASF’s Maine Headwaters Project has completed 20 fish passage projects restoring access to 18,500 acres of lakes and ponds and almost 400 river miles. As a result, this past spring, 170,000 alewives returned to Blackman Stream in the Penobscot watershed through a fishway constructed at the Leonard’s Mills Dam in 2009.

Partnerships with state and federal resource agencies have been critical to the success of ASF’s Maine Headwaters Project. Restoring alewives and blueback herring to the Penobscot and Downeast watersheds is a key goal of the state and federal fisheries agencies. Migratory fish play an important role in the river’s ecology as they travel to and from the sea, bringing in nutrients and in many cases taking out excess phosphorous from Maine’s lakes and ponds.

Engineers with the United States Fish and Wildlife Service have been instrumental in developing conceptual designs for fishways. “The United States Fish and Wildlife Service has been a partner in ASF’s work for the past 15 years and we were excited to provide technical assistance and funding to help make these projects possible,” said Laury Zacari with the Service's Maine Field Office.

The National Oceanic and Atmospheric Administration (NOAA) Community Habitat Restoration Center has also provided funding for fish passage projects and technical assistance.

“The NOAA Restoration Center was pleased to be a part of all three projects, including providing significant funding for construction” said Matt Bernier, a civil engineer with NOAA Fisheries, who helped oversee the fishway designs. “Alewives, as a member of the larger community of sea run fish, are critically important to various life stages of Atlantic salmon and other fish and wildlife in rivers such as the Penobscot and East Machias.”

The National Fish and Wildlife Foundation, as well as groups such as The Nature Conservancy in Maine and the Maine Natural Resource Conservation Program, also provided significant funding to these projects.

The Atlantic Salmon Federation is dedicated to the conservation, protection and restoration of wild Atlantic salmon and the ecosystems on which their well-being and survival depend. ASF has a network of seven regional councils (New Brunswick, Nova Scotia, Newfoundland and Labrador, Prince Edward Island, Quebec, Maine and Western New England). The regional councils cover the freshwater range of the Atlantic salmon in Canada and the United States.

Royal Flush Havanese loves nothing more than being able to give back to the community that provides their Havanese with wonderful and loving homes. Just this month, Royal Flush Havanese was able to grant a grand total of $3,200 to Gardiner Regional Middle School in Gardiner, Maine to fund the completion of their state-of-the-art STEM lab. STEM stands for Science, Technology, Engineering, and Mathematics– a name that stresses the importance of presenting students with real-world scenarios and giving them a chance to do hands-on work that cannot be done inside a classroom. The introduction of the STEM lab to the middle school will provide students with a chance to use critical thinking and problem solving skills, and help encourage their excitement for career opportunities within the sciences.

To Holly Mastroianni, owner of Royal Flush Havanese, the decision to approve the grant for the middle school was an easy one. “I was a science teacher, and earned a masters in science education…my work breeding and raising the Havanese is based on the science of genetics, animal husbandry, anatomy, physiology and even dog psychology.” Holly believes that the STEM lab will provide students with access to technology and experiences they would not be able to receive inside of a classroom, and she understands firsthand the importance of being able to follow one’s passions while becoming a successful member of the community.

The grant from Royal Flush Havanese provided the middle school with enough funding to completely furnish the lab–something that had seemed almost impossible just a few months ago. A lack of funds had delayed the official opening, but now, the STEM lab is prepared for full use. The grant money was used to equip the lab with tools, seating, and cabinets, allowing for full utilization of the space. The STEM lab is outfitted with electronics, a density tank, and a system permitting for students to grow vegetables hydroponically, and will be used by a multiplicity of students, including the Robotics Team and CookPlantGrow!– the school’s gardening club.

Along with the grant to the Gardiner Middle School STEM lab, Royal Flush Havanese continues to sponsor both a youth basketball league and a girl’s softball league, in addition to being a veteran supporter and fund-raiser for the Leukemia and Lymphoma Society. During open enrollment, which started on November 15, qualified individuals may purchase or renew health insurance from the federal Marketplace with the assistance of experienced Allred agents.

“Our agents are specially trained to help customers identify their most important needs when assessing insurance options,” says Allred spokesman Scott Allred. “We’ve also been through open enrollment before and are thoroughly familiar with all phases of the various purchasing and renewal procedures out there. This expertise allows us to provide customers with the best coverage available without any of the usual hassles or red tape.”

Finding the right type and amount of insurance is only one part of the signup process. A second critical component is ensuring that the coverage period begins when desired. According to HealthCare.gov, start dates are determined in the following ways:·     Signups and renewals that are submitted between the 1st and 15th of the current month will enable coverage to begin on the 1st of the next month.
·     Signups and renewals submitted between the 16th and the end of the current month will enable coverage to begin on the first day of the second subsequent month.
·     All signups and renewals submitted between February 1 and February 15 will enable coverage to begin on March 1, 2015.

“Paying careful attention to start dates will prevent coverage lapses and help guarantee that customers and their family members have active insurance when it’s needed most,” says Allred.
